The Shotgun Asymmetric Spare Clip IX can only be randomly found in Technical Mods Packs or by purchasing a Random Weapon Mod (Uncommon) from the Store.
Acquisition of the Shotgun Asymmetric Spare Clip IX requires having the Shotgun Asymmetric Spare Clip VIII.
